BERLIN (AP) ? Chancellor Angela Merkel urged German lawmakers to support the new Greek bailout package on Monday, warning it would be irresponsible to abandon Greece to bankruptcy although there is no "100 percent guarantee" that the rescue plan will succeed.

Merkel addressed Parliament ahead of a vote on a euro130 billion ($173 billion) bailout. It was expected to win wide approval, with two opposition parties in favor ? although bailing out Greece has never been popular in Germany, either with the public or with many politicians.

The rescue package is Greece's second in less than two years and also involves private-sector investors accepting total losses of over 70 percent on the bonds they hold, along with tough new austerity measures.

"The road that lies in front of Greece is long and truly not without risk," Merkel told lawmakers. "That also goes for the success of the new program ? no one can give a 100 percent guarantee of success."

Earlier Monday, the mass-circulation Bild daily, which has always taken a very hard line on Greece, plastered the word "STOP!" over its front page. Its message to lawmakers was: "Don't keep on going the wrong way."

Merkel, however, said it would be irresponsible to risk a Greek bankruptcy.

She acknowledged that some people are asking "whether Greece isn't a bottomless pit, a hopeless case, whether it wouldn't be better for all if Greece reintroduced the drachma."

But she insisted that "the opportunities outweigh the risks of turning away from Greece now ? I believe these risks are incalculable and therefore irresponsible."

"As chancellor of Germany, I should and sometimes must take risks, but I cannot embark on adventures," Merkel said.

It isn't yet clear exactly what Germany's share will be of the new bailout.

Greece has been surviving since May 2010 on an initial euro110 billion ($148 billion) package of rescue loans from other eurozone countries and the International Monetary Fund.

The IMF's input this time has yet to be determined. But Merkel said "it is indispensable for the German government that the IMF continue to make a significant contribution and provide its experience and expertise."

Several non-European members of the IMF, such as the U.S., are reluctant to boost the IMF's resources for troubled eurozone nations, saying the region's bailout funds should be increased in size first.

Merkel made clear that she is holding out against the mounting pressure for a quick decision on beefing up the permanent euro500 billion ($671 billion) rescue fund, the European Stability Mechanism.

"The government currently sees no need for a debate on increasing the capacity" of the ESM and the existing interim bailout fund, she said.

But she underlined Germany's willingness to speed up its planned payments of capital into the ESM, saying that Berlin could pay in the first half ? euro11 billion ($14.8 billion) ? this year and the rest next year.

An often suggested route toward expanding the ESM is keeping the remnants of the existing interim fund, the euro440 billion ($590 billion) European Financial Stability Facility, available once the ESM starts work in July.

German officials are noncommittal, pointing repeatedly to an existing agreement to review the ESM's size by the end of March.

Merkel insisted that ending the crisis will be a gradual, step-by-step process that will "require years" to complete.

"It was always Germany and the German government that warned again and again the illusion of fast and simple solutions," Merkel told lawmakers. "We continue to warn against that."

Opposition Social Democrat Peer Steinbrueck shot back that "this strategy of buying time has failed because times have got worse."

Underlining unease in Merkel's center-right coalition, the weekly Der Spiegel on Sunday quoted Interior Minister Hans-Peter Friedrich as arguing that Greece would have better chances of "regenerating and becoming more competitive" outside the 17-nation eurozone.

"I'm not talking about throwing Greece out, but about creating incentives for an exit that they can't refuse," he added, according to the report.

But Friedrich said Monday that he would back the second bailout and insisted he had only been talking about "what alternatives there are if the possibility of making Greece competitive inside the euro were to fail."

The study was about the stability of power systems, which is a completely different animal. For power systems, as demonstrated by a few wide spread outages, are at the mercy of the control systems which can over or under react. Computer networks might have some similarities but trying to draw any firm conclusions from this study would be pure speculation.

I would agree though, that at some point you move beyond providing redundant paths to opening up additional areas of exposure and risk.

While they're invoking terms like "walkability" (Burnett) and concepts like "bringing the downtown back downtown" (Pepe) repeatedly, and shareholders and participants alike are on board for a fair or farmers market or whatever you want to call it, why isn't it happening?

Their replies gave me hope.

"It's one of my priorities," Burnett said. "It excites me and the community at large, having a regular event on, say, a Thursday afternoon. It would take advantage of the pedestrian nature of town, allow restaurants to expand onto street, have some live music or a silent movie?some activity [where] the larger community has a reason to come?It really needs to be a partnership between the business and the city. The city can provide ability to close off street, police assistance?"

Then it was Pepe's turn.

"On surface, why not?" he asked. "But down deep, in Carmel, it's tough to change a light bulb, let alone put on a street fair. Jason and I agree on this. We want a walkable city with interesting things to do. Just like kitchen is the center of the home, downtown is the center of community life. The challenge we face: We need a strong leader, a strong ambassador, to [counter] the vocal minority who is against everything. If you win, Jason, I hope you follow through. If I win, I hope I follow through. It's so important to keep pace with cities and towns up and down the coast."

That conversation comes in the context of a race that's about as foodie-fied as any I've seen. Pepe, after all, is one of the most influential restaurant owners in the area, with a buffet of largely lively eateries like Little Napoli (626-PEPE), Vino Napoli Wine Bar (626-7373), Peppoli (647-7433), Vesuvio (626-7373) and Carmel Bakery (626-7373) in his portfolio. But Burnett is making a push to brand Carmel as more of a food town too.

A few hours after our powwow at the Weekly, Burnett hosted a campaign event at slow-food darling Carmel Belle with pioneering conscious food journalist Eric Schlosser. Here's Carmel beat reporter Sara Rubin's report from the event:

About 100 people, including Carmel-area dignitaries attended, including Merv Sutton, Councilman Ken Talmage, Planning Commissioner/council candidate Victoria Beach, Greg D'Ambrosio, Salinas City Councilman Steve McShane, Weekly contributor Jamie Collins (described by Schlosser as "one of the coolest farmers in the U.S."), Mark Shelley and otter documentary distributor Mark Urman from New York.

Burnett's wife Mel and baby Sebastian left early for Sebastian's 6pm bedtime. Jason's mom, Nancy, was there, too. Jason gave dried apricots from his grandfather's orchard to Schlosser and Carmel Belle owners Jay and Chloe Dolata, and Nancy whispered, "They're not organic."

Jason pulled a Barack Obama, and opened by talking about growing lettuce, arugula, and kale on his small rooftop garden.

"I think Carmel is really uniquely positioned to embrace the food movement, in particular the local food movement," he said.

When asked by an audience member for a concrete step toward developing a food culture, Burnett talked about the exact idea you asked about: open-air food gigs, blocking off different streets and having restaurant seating out in the street, bringing residents into town for meals.

"It encourages the sort of mingling that really helps build a community," he said.

Schlosser's lived in the town nine years, was dressed casually (as usual); jeans, striped button-down, worn jacket with a hem coming undone.

He said the city has done a remarkable job maintaining its character unlike other Western towns that have "a lack of vision and a lack of a long-term view of how to respect and preserve a place." His little stump speech for Jason as mayor was that he's about intelligent growth.

"He is not a luddite," Schlosser said. "He is not about preventing growth."

Food, he suggested, is the next soulful endeavor for Carmel to get behind: "Sadly, this is not a writer/artist community anymore. But Monterey County produces $4 billion of food a year....Right now, there isn't that strong a food culture here."

He talked a bit about Napa overselling itself, and how Monterey County is better because we grow healthy food for people to eat, not alcohol.

The food: pulled pork sandwiches on decadently buttery sweet rolls; mini open-face tuna melts with hook-and-line-caught tuna from Dave's in Santa Cruz and tomato slices from Nagamine Farms in Watsonville; goat cheese crostini, topped with slices of Nagamine tomato; and as more of a dessert item, baguette with slices of apple, East of Edam Schoch cheese, and a candied walnut.

TALLAHASSEE, Fla. -- Darrion Pellum scored 22 points, including knocking down four 3-pointers, to lead Hampton over Florida A&M 74-59 on Saturday night.

Large Businesses Winning More Small Business Government ...

Does this look like a small business to you?

The American Small Business League (ASBL) has more distressing news about federal small business contracting. ASBL reviewed the federal government's fiscal year 2011 contracting data and found that the number of large businesses winning small business contracts has increased, and that many of these awardees are some of the largest companies in the world.

The federal government has a statutory goal of awarding 23 percent of all federal contract dollars to small businesses. According to the latest Small Business Goaling Report, the government fell slightly under that goal in FY 2010 (22.7 percent). However, as ASBL has repeatedly documented, government agencies fudge the numbers by reporting contracts awarded to large businesses as small business contracts.

Sure enough, ASBL found that 72 of the top 100 federal ?small? business contractors in FY 2011 were actually large companies, a 20 percent increase over the previous fiscal year. These 72 large businesses received $16.4 billion, or 77.6 percent, of the total awarded to the top 100, which includes several companies in POGO?s Federal Contractor Misconduct Database:

Among the small business contractors below the top 100 (meaning they received less than $86 million that year), ASBL found a ?who?s who? of large federal contractors, including Lockheed Martin, BAE Systems, ?L-3 Communications, Finmeccanica, IBM, and SAIC.

The Small Business Administration Office of Inspector General (SBA OIG) recently warned that the SBA?s most serious management and performance challenges are procurement flaws that allow large companies to obtain small business awards and agencies counting contracts performed by large companies towards their small business goals:

OIG audits and other governmental studies have shown widespread misreporting by procuring agencies since many contract awards that were reported as going to small firms have actually been performed by larger companies. While some contractors may misrepresent or erroneously calculate their size, most of the incorrect reporting results from errors made by government contracting personnel, including misapplication of small business contracting rules.

POGO has been pointing out the problems in federal small business contracting for a long time and will continue to do so. With a new SBA rule increasing some small business size standards, we expect these problems to get worse.

Small business is frequently touted as the ?backbone? of the economy. What happens to that backbone if billions of dollars in small business contracts end up in the hands of Fortune 500 companies?

Perfluorodecalin has been used in this way to enhance wound healing?However I know that perfluorocarbons in general can be environmental pollutants and can also bioaccumulate. Is their any justification in their use in skin care products?

Perfluorodecalin is a fluorocarbon which, as Steven pointed out, is used skin moisturizers.

What does perfluorodecalin do?

It is notable for its ability to dissolve up to 49% of its volume in oxygen.?This property makes it valuable in wound healing products because application of oxygen can ?activate the inflammatory cells of the immune system that help healing.? (Reference: ScienceDaily.) For example we found this interesting paper on the use of perfluorodecalin enemas to treat irritable bowels. (You can write your own joke for that punchline.)

Is it good for skin?

Do I think use of this ingredient is ?justified? in moisturizers? ?Well, while it?s ability to solubolize oxygen is impressive for medical applications, I can?t think of any reason why it would help fight wrinkles. Oxygen, by definition, oxidizes. Anti-aging products contain antioxidants?to fight oxidation (from free radicals that can prematurely age skin.) Oxygen is ?the Anti-antioxidant! (The Un-antioxidant? De-antioxidant?) If there?s a rationale for why this is good for skin, I?d love to hear it.

What about perfluorodecalin?s?ability to moisturize? Some of the brands we looked at referred to clinical studies showing an increase in skin?moisturization?and a decrease in the appearance of fine lines and wrinkles. ?But any decent anti-aging product will provide these benefits, you don?t need such a high-tech (and expensive) ingredient for that.

Is it bad for the environment?

Then there are the health and environmental issues that Steven raised. While we couldn?t find any data on?bioaccumulation we did find?this study?that indicates perfluorodecalin can has a high GWP (Global Warming Potential.) That, and the fact that it so it will hang around in the atmosphere for along time because it?doesn?t degrade easily, does seem concerning.

The Beauty Brains bottom line

While perfluorodecalin appears to be valuable for medical applications I could find no evidence suggesting it provides any differentiated ?skin care benefits compared to conventional moisturizing agents.
